Die Notwendigkeit von Institutionen wird betont, da ein individuelles, rationales Verhalten zu einer negativen Beeinflussung der Gemeinschaft führen kann und somit die Lösung über Institutionen erfolgen muss. (vgl. Nee, 2005: 49 ff)
