Here we look at the effect of the 2008 Climate Change Act passed in Parliament in the United Kingdom as an effort to curb emissions in all sectors. The Act aside from setting goals to become a low-carbon economy sets up an independent committee on Climate Change to ensure the implementation of policies to comply with the ultimate goal of 80% reduction in total emissions in 2050. I make use of the Synthetic Control Method (SCM) to create a comparative case study in which the creation of a synthetic UK serves as a counterfactual where the treatment never occurred (Cunningham, 2018).

Synthetic Control Method for Estimating the Effect of the Climate Change Act of 2008 in Britain
One of the pluralist theories which has gained prominence following the 2008 financial crisis is Hyman Minsky and his Financial Instability Hypothesis (FIH). Minsky was unique in viewing balance sheets and financial flows as the primary components of capitalist economies, and his focus on the financial system meant he was well-equipped for foresee a crisis much like 2008. Although he died long before 2008 his framework anticipated many of the processes which led to the crash, particularly increased risk-taking and financial innovation which would outstrip the abilities of regulators and central banks to manage the system.

Minsky’s Moments
One method of economic modelling that has become increasingly popular in academia, government and the private sector is Agent Based Models, or ABM. These simulate the actions and interactions of thousands or even millions of people to try to understand the economy – for this reason ABM was once described to me as being “like Sim City without the graphics”. One advantage of ABM is that it is flexible, since you can choose how many agents there are (an agent just means some kind of 'economic decision maker' like a firm, consumer, worker or government); how they behave (do they use complicated or simple rules to make decisions?); as well as the environment they act in, then just run the simulation and see what happens as they interact over time.

Carsten Dreher starts with a historical perspective on the development of evolutionary economics by mentioning the difficulties of neoclassical economics to explain economic growth and by referring to the work of Joseph Schumpeter. Then some concepts such as business cycles, path dependencies are shortly explained. Dreher continues by introducing two different approaches in evolutionary economics, a micro centred approach that is associated with Nelson and Winter's work and a macro institutional and historical approach that has been pursued amongst others by Chris Freeman. Lastly the policy implications of treating economies as innovation systems are discussed and a summary of the differences of neoclassical and evolutionary economics is provided.
