Die Welt verändern, ohne die Macht zu übernehmen – dieser Buchtitel aus dem Jahr 2002 steht emblematisch für ein Verhältnis zur Macht, das in Teilen der Linken lange Zeit vorherrschend war. Der Autor des Buches, John Holloway, war selbst Teil der Weltsozialforen-Bewegung und stellte sich entschieden gegen herkömmliche Vorstellungen linker Gegenmacht, etwa im Sinne des Aufbaus einer linken Massenpartei. Aus derselben Zeit stammt auch das Konzept der «Multitude» aus der Feder von Michael Hardt und Antonio Negri. Es richtete sich gegen den identitären Begriff eines «Volkes», und ebenso gegen eine politische Bezugnahme auf die «Arbeiter*innenklasse». Diesen politischen Subjekten wurde eine Vielfalt widerständiger, global verteilter Praktiken und Gruppierungen entgegengestellt, die sich jedoch nicht vereinheitlichen ließen. Das Verhältnis dieser Multitude zur Erringung von Macht wurde offengelassen.

„Der Staat ist zurück“: Mit dieser Botschaft meldeten sich Anfang 2022 viele Wirtschaftskommentator*innen zu Wort. Der Energiepreisschock löste – vor allem angestoßen durch die Ökonomin Isabella M. Weber – eine Diskussion über Preiskontrollen aus, die schließlich in die Energiepreisbremse mündete. Der Eindruck einer neuen, pro-aktiven Rolle des Staates erhärtete sich auch durch die industriepolitische Wende in den USA, die durch den im Sommer 2022 verabschiedeten Inflation Reduction Act eingeläutet wurde. Passend zur wirtschaftspolitischen Debatte dieser Zeit sprach der Thinktank „Forum for a New Economy“ in einer Anfang 2023 veröffentlichten Studie von einem „sozio-ökonomischen Paradigmenwechsel“. Die Studie zeichnet nach, wie sich internationale Wirtschaftsorganisationen, etwa die OECD oder die Weltbank, mehr und mehr vom neoliberalen Dogma verabschiedeten. Außerdem verweist sie auf erfolgreiche Top-Ökonom*innen wie Isabella M. Weber, Mariana Mazzucato oder Dani Rodrik, die auf unterschiedliche Weise für eine neues Wirtschaftsparadigma mit dem Staat als zentralem Akteur plädieren. Mit dem vorläufigen Ende dieses „progressiven Staatsinterventionismus“ in den USA stellt sich jedoch die Frage, ob das Hoffen auf eine neue, pro-aktive und progressive Rolle des Staates nicht verfrüht gewesen ist und auf einem verkürzten Staatsverständnis beruht. Daher lohnt sich einmal mehr der Blick auf die staatstheoretische Debatte innerhalb des Marxismus. Sie diskutiert umfassend die Rolle des Staates in Ökonomie und Gesellschaft und hilft dabei, die Grenzen des Staates im Hinblick auf progressive Politik zu verstehen.
