Thomas Boraud, neurobiologiste, directeur de recherche au CNRS et à l’Institut des maladies neurodégénératives, CNRS-Université de Bordeaux nous expose l'antinomie entre l’Homme comme un animal doué de raisonnement rationnel et sa psychologie au quotidien. Il introduit sa présentation par des arguments provenant de la biologie et de la théorie de l'évolution pour expliquer en quel sens le concept d'homo œconomicus est dépassé et doit être revu au jour d'aujourd'hui. Il expose les fondements du processus de prise de décision (biais cognitif, capacité cognitive limitée...) pour décrire la part d’aléatoire qui est présente dans ces processus. On y apprend que notre appréhension du réel est largement modelée par nos comportements, eux-mêmes contraints par les circonstances de notre environnement.

Entretien avec Sylvie Morel, économiste et professeure titulaire au Département des relations industrielles de l’université Laval, à Québec, où elle est arrivée en 1996. Ses enseignements et ses recherches portent sur les politiques publiques de l’emploi, la sécurité sociale et la théorie économique (l’économie institutionnaliste de John R. Commons et l’économie féministe). Ses travaux sont menés dans une perspective de genre. Elle a collaboré à plusieurs réseaux de recherche féministes, aux fins, notamment, de l’élaboration de formations sur les théories économiques pour les groupes de femmes. Elle est membre du Réseau québécois en études féministes (RéQEF) ainsi que chercheuse associée à la Chaire Claire-Bonenfant – Femmes, Savoirs et Sociétés. Signataire du Manifeste pour un Québec solidaire (2005), elle a co-fondé le site Économie autrement – dédié à la promotion de l’économie hétérodoxe – et y a collaboré pendant 7 ans. Elle a aussi siégé quatre ans au Comité de direction du Centre d’étude sur la pauvreté et l’exclusion (CEPE), rattaché au ministère de l’Emploi et de la Solidarité sociale (MESS).

Le PIB fait l’objet de critiques régulières. En avril dernier, le Parlement a voté, sur la proposition de la députée Eva Sas (EELV), une loi prévoyant que des indicateurs alternatifs au PIB guident les politiques publiques. Mais le choix de ces indicateurs alternatifs soulève un certain nombre de questions. Par Géraldine Thiry (Université de Louvain, Forum pour d’autres indicateurs de richesse) et Adeline Guéret (étudiante à l’ENSAE, stagiaire à l’Institut Veblen). Le gouvernement français publie cette année, parallèlement au dépôt du projet de loi de finances, un rapport présentant " l’évolution, sur les années passées, de nouveaux indicateurs de richesse, tels que les indicateurs d’inégalités, de qualité de vie et de développement durable." Cette publication fait suite à l’adoption définitive au Parlement, en avril 2015, de la proposition de loi visant à prendre en compte de nouveaux indicateurs de richesse dans la définition de politiques publiques. L’article unique de cette loi prévoit "une évaluation qualitative ou quantitative de l’impact des principales réformes engagées l’année précédente et envisagées pour l’année suivante, notamment dans le cadre des lois de finances, au regard de ces indicateurs et de l’évolution du produit intérieur brut." Cette loi marque constitue donc une première étape dans la remise en cause de la centralité du PIB (produit intérieur brut), comme indicateur central du progrès de notre société. Comme l’explique la vice-présidente de la Commission des Finances de l’Assemblée nationale, la députée de l’Essonne, Eva SAS, à l’origine de cette loi, il est nécessaire de " renouveler la pensée économique " parce que nous sommes entrés " dans une période post-croissance qui nous impose de commencer à réfléchir autrement " (…) " Il faut remettre du long-terme dans les politiques publiques et prendre en compte ce qu’on lègue aux générations futures « . En consacrant son rapport annuel 2015 à la question des nouveaux indicateurs, l’Idies s’inscrit pleinement dans le cadre des missions qu’elle s’est donné depuis son origine : agir pour que soient réunies les conditions nécessaires pour que tous les citoyens puissent accéder à une information économique et sociale de qualité. Le choix des indicateurs rendant compte de l’état de notre économie et de notre société a une dimension technique. Mais il est surtout profondément politique. Il ne peut donc être laissé aux seuls experts et doit au contraire être placée au coeur de la délibération démocratique. C’est toute l’ambition de ce rapport que d’y contribuer.

Professor Jennifer Clapp explains the dynamics of financialization of land and agricultural commodities in Subsaharan Africa. She points to the historical roots of accelerated land speculation and their connection to financial institutions, both generating and reinforcing the process of financialization of African land. Besides talking about roots and dynamics of speculation with land on financial markets, she puts the perspective of scholarly investigation onto the investor's side in discussing guidelines of responsible investment and regulation in the front instead of focussing on the receiving countries.

The authors discuss how identity affects economic outcomes by bringing together psychological and sociological perspectives and economics. For economic outcomes of a single individual, it might be interesting which kind of social groups this individual belongs to. This may influence individual daily decisions and hence economic outcomes. It can, however, not only affect individual economic outcomes but also economic outcomes of organizations, institutions and other groups. This paper describes these influences with respect to gender in the workplace, to the economics of poverty and social exclusion, and to the household division of labour.

James Robinson gives in this talk a short introduction into the theory and ideas of his popular book "Why Nations Fail" which was published together with D. Acemoglu in 2012. With many real-life examples he gives a lively description on the fundamentals for economic success from an institutionalist view. According to Robinson, the nature of institutions is a crucial factor for economic success. Whether institutions are inclusive (such as in prosperous economies) or extractive (poor economies) stems from the nation's political process and the distribution of political power.

The world is coping with a global disaster, as the new Coronavirus takes a toll on many lost lives and a severe impact on economic activity. To provide a long-run perspective, this column documents the international response to a variety of disasters since 1790. Based on a new comprehensive database on loans extended by governments and central banks, official (sovereign-to-sovereign) international lending is much larger than generally known. Official lending spikes in times of global turmoil, such as wars, financial crises or natural disasters. Indeed, in these periods, official capital flows have repeatedly surpassed total private capital flows in the past two centuries. Wars, in particular, were accompanied by large surges in the volume of official cross-border lending.

John Christensen from the Tax Justice Network addresses the Modern Monetary Theory idea that governments don't need tax revenues if they want to spend money. Doing so, he sums up the main points made by MMT proponents and their critics, and shows how MMT can be reconciled with another progressive economic narrative: "Modern Tax Theory". While MMT made valuable contributions to the policy debate on fiscal policy, it misrepresents the importance of taxation as a political matter and as a way to generate public revenues. This is where MMT steps in.
